Abstract
This paper investigates the effectiveness of China's Health Code system in balancing epidemic mitigation and economic growth during the COVID-19 pandemic. Using an infection component model, the study finds that a "Precise control" strategy, utilizing the Health Code to target quarantines, reduces deaths by 97% and improves GDP by 1% compared to "No control" or city shutdown policies, while incurring only 43% of the medical costs. However, effectiveness diminishes if the basic reproductive number (R₀) exceeds 16.5.
