This paper examines the role of OCTA Research, an independent science advisor, in providing epidemiological forecasts for COVID-19 in the Philippines. It analyzes the factors contributing to OCTA's prominence as a science advice source, including the diversity of its scientific evidence, its evidence synthesis processes, and its evidence brokerage for policymakers. The paper also explores the dynamics between the government, academic research, and science advisory actors, highlighting the challenges of science advice role conflation. Finally, it proposes approaches for a more independent government science advisory system in the Philippines.
