Abstract
This paper investigates the impact of compound failures on road network connectivity during urban flooding, focusing on the interplay between structural, functional, and topological failures. Using high-resolution traffic data from Harris County, Texas during Hurricane Harvey, and applying network percolation theory, the study finds that a small percentage (2.2%) of flood-induced compound failures can lead to a significant reduction (up to 17.7%) in the size of the largest connected cluster within the transportation network. This highlights the importance of considering indirect effects, such as traffic pattern changes, when assessing flood impacts on transportation network functionality.
