This study explores the communication model used between governments, the private sector, and foreign publics in public diplomacy. The current model, based on the transmission model, assumes clear message transmission and receiver understanding. The authors argue for the Coordinated Management of Meaning (CMM) framework, which acknowledges communication complexities and co-creation of social realities. A CMM-based model is proposed to shift from the transmission model to a more sustainable, coordination-focused approach. Further research is needed to apply and evaluate this new model.
