Abstract
This study investigated the impact of the COVID-19 pandemic on wheelchair users' access to public transportation in Tokyo. Time-series data on wheelchair rail passenger numbers and all rail passenger numbers (April 2012-December 2021) were analyzed. The analysis, which excluded seasonal variations, revealed that the decline in passenger numbers began in March 2020, a month before the state of emergency. Wheelchair users experienced a disproportionately larger reduction (approximately 20 percentage points) compared to all rail passengers, highlighting the pandemic's unequal impact on people with disabilities.
