This paper investigates the impact of Industry-University-Research (IUR) collaborative innovation on energy intensity reduction in China, considering the moderating role of political turnover. Using panel data from 30 Chinese provinces (2010-2018), the study finds that IUR innovation inhibits energy intensity, particularly in the eastern region. Political turnover positively moderates this effect, significantly in central and western regions. Robustness tests support these findings, offering policy implications for targeted energy intensity reduction strategies.
