Abstract
The 2030 Agenda has shifted the development aid system, yet there's no consensus on financing it. This paper examines the diverse financing for development (FfD) strategies of donor countries, focusing on ODA, remittances, philanthropic donations, and policy coherence for development. A hierarchical cluster analysis reveals four distinct groups of countries with differing FfD strategies, hindering a global agreement and questioning the feasibility of a common approach.
