Abstract

This paper develops a mathematical model to measure the economic losses from COVID-19 in the Philippines, considering the trade-off between health and economic policies. The model extends a subnational SEIR model to include economic losses due to infection and lockdown measures. Simulations across five regions show a policy trade-off in the National Capital Region (NCR), where minimum economic losses (10.66% of GRDP) are found under specific lockdown scenarios. Regions outside NCR do not show this trade-off, highlighting the importance of improving health system capacity to broaden policy options.
