Abstract
This paper investigates the impact of dedicated national climate ministries on carbon emissions. Using a difference-in-differences analysis of 169 countries from 2000 to 2021, the study finds that establishing a dedicated climate ministry leads to a substantial reduction in carbon emissions. This effect is not attributable to an increase in the number or ambition of climate policies, but rather to improved implementation and enforcement of existing policies due to clearer responsibilities and increased administrative resources.
