Abstract
This paper analyzes global trade data from 2004-2019 to assess the effectiveness of the Rotterdam Convention in regulating hazardous chemicals. The study finds that while the Convention has had a positive impact on the trade of many listed chemicals, large-scale trade continues for some highly hazardous substances, and illegal trade remains prevalent. The authors call for improved enforcement, addressing illegal trade, and the swift listing of problematic chemicals.
