Recurrent droughts in southwest Germany threaten city and community-owned forests (CCF). The COVID-19 pandemic increased recreational demand in these forests, creating conflict with climate change adaptation measures. Stakeholder interviews revealed the importance of the recreational function but also criticized visitor behavior. The study highlights a dilemma between recreation and adaptation measures, emphasizing the need for improved communication and education to enhance citizen knowledge.
