Scarcity in supply of COVID-19 vaccines and severe international inequality in their allocation present formidable challenges. This study develops a game-theoretical approach to identify the vaccine donation strategy optimal for vaccine-rich countries and determine whether the optimal strategy is stable. Results show that full or partial donations are optimal in certain parameter ranges, with full donation optimal if the global surplus is sufficiently large. Within a more restrictive parameter region, these optimal strategies are also stable. The study concludes that coordination between vaccine-rich countries can lead to significant surplus donations, but only under specific conditions; otherwise, self-interested countries are unlikely to contribute.
