The Empty to Energised Pilot Grant Scheme is an initiative by Ards and North Down Borough Council aimed at addressing long-term vacant and derelict commercial properties. The primary goal is to transform underused buildings into fit-for-purpose, ready-to-occupy commercial spaces that can attract long-term tenants, boost footfall, and contribute to thriving town centers.
This scheme is delivered under the Supporting Thriving High Streets Programme and is funded by the Council.

- Grants will provide 80% funding up to a maximum amount of £25,000 per property.
- A minimum 20% financial contribution is required from eligible applicants.
- The minimum grant award is £10,000.
✅ Eligibility Criteria
To qualify for the grant, applicants must meet all of the following requirements:
- Be 18 years of age or older.
- Own the property at the time of application (freehold or leasehold owners are eligible).
- Ensure the property has been vacant for at least 12 months.
- Ensure the property is paying non-domestic rates.
- Submit no more than two active applications per applicant.
