Abstract
This paper investigates the reasons for non-adoption of disaster preparedness actions using national survey data from China. Seven preparedness actions were studied, revealing that the primary reasons for inaction are lack of awareness, difficulty accessing resources, and perceiving the actions as unnecessary. Trust in government, relocation due to past disasters, urban residence, and higher socioeconomic status positively correlate with preparedness. The findings highlight the need for community outreach and improved access to preparedness resources.
