This work identifies a twist-enabled coupling mechanism in twisted bilayer photonic crystals (TBPCs) that connects bound states in the continuum (BIC) modes to free space. This mechanism enables the generation of optical vortices with both odd and even topological orders. The robustness of vortex generation against geometric disturbances makes TBPCs a promising platform for controlled vortex generation, with potential applications in integrated optical information processing and optical tweezers.
