Abstract
This paper examines small area variations in four measures of household poverty in India using data from the 2019-2021 National Family Health Survey. The results reveal that clusters and states are the primary sources of variation for all four poverty measures. Persistent within-district inequality is also observed, particularly concerning the bottom 10th and 20th wealth percentiles and multidimensional poverty. These findings help pinpoint districts with high between-cluster inequality, informing targeted poverty reduction policies.
