Abstract
This paper introduces a new index, the probability ratio index, to quantify electoral competitiveness. This index is designed to be comparable across elections with varying numbers of parties, addressing a limitation of existing indices. It's based on the probability that two randomly selected voters voted for different parties, normalized to range from 0 (no competition) to 1 (full competition). The index is inversely related to the Herfindahl-Hirschman index and the squared coefficient of variation, and directly related to the fractionalization index. Examples demonstrate its advantages over existing measures.
