Abstract
This study assesses Indonesia's Tobacco Excise Sharing Fund (DBHCHT) policy, mandated to allocate funds for tobacco crop diversification. Researchers collected primary data from stakeholders in four major tobacco-producing municipalities. Challenges in DBHCHT utilization included changing government regulations, farmer unawareness, allocation delays, and supply-demand mismatches. While aligning with the FCTC Article 17, the study concludes that DBHCHT utilization needs improvement to effectively support crop diversification. Recommendations include enhanced technical and practical regulations, multisectoral stakeholder involvement, and addressing financial needs for crop diversification.
