Abstract
The rapid advancement and deployment of Artificial Intelligence (AI) poses significant regulatory challenges for societies. While it offers substantial benefits, concerns over commercial exploitation and unknown technological risks have prompted many jurisdictions to seek legal responses preemptively. Yet, limited technical regulatory capacity has produced inertia. Given AI’s borderless nature, an internationally coordinated response is necessary. This article examines the theoretical framework for developing international law applicable to AI and a regulatory authority to create and monitor enforcement of such law. The authors argue that numerous obstacles remain before these elements materialize, despite ongoing efforts.
