Abstract
This article investigates the first Climate City Contracts (CCCs) in Sweden, evaluating their content against a framework for best practice deep decarbonization plans and analyzing the development process. Based on a literature review, document analysis of nine Swedish municipalities' CCCs, and five interviews, the study aims to provide insights for future CCC development across Europe. The research finds that while the CCCs generally align with best practices, there's room for improvement in areas like financial tools, policy tools, and explicit communication strategies. The process of developing the CCCs was innovative, focusing on iterative development and collaboration between municipalities and national agencies.
