Abstract
This paper presents a holistic framework for designing leadership and management development programs that accelerate capability growth. Unlike previous models focusing solely on program inputs and outcomes, this framework emphasizes the mediating roles of learning processes and learner preferences. Three defining features are the focus on competency development, the central role of learning facilitation, and the use of workplace learning processes, particularly meta-learning. The framework proposes six testable propositions and offers practical implications for program design, delivery, and evaluation.
