✅ Eligibility Criteria
To be eligible for the Diverse Languages Program, applicants must meet the following criteria:
- Be Canadian-controlled as defined in sections 26 to 28 of the Investment Canada Act.
- Have their head office in Canada.
- Be in good standing with all relevant talent and industry associations and guilds.
- Affirm and attest that the project submitted for funding complies with the CMF's Narrative Positioning Policy.
- The original language of production must be a language other than English, French, or an Indigenous Canadian language. Exceptions may be considered if a Canadian broadcaster contributes a portion of their English or French envelope allocation, but the project's primary language must remain a diverse language.
- Projects must be closed-captioned in the original language of production if they contain narrative, dialogue, or lyrics. Exceptions may be made for projects targeting children under five, projects in Indigenous languages that do not use the Roman alphabet, and live-to-air productions.
📝 Application Process
Step 1: Before You Submit Your Application
- Carefully review the program guidelines and all reference documents.
- Determine whether you are an eligible applicant and whether your project is eligible for funding, according to the eligibility criteria listed in the guidelines and business policies (Appendix A and Appendix B).
- If you have questions about your eligibility or the application process, contact a regional office of the CMF Program Administrator, Telefilm Canada, for a pre-application consultation.

- Review and make note of the Program Deadlines before applying.
Step 2: To Submit Your Application
- Register online to create your Dialogue account. Once registered, you will receive a temporary password by email.
- Consult the Dialogue User Guide for further instructions.
Step 3: After Submitting Your Application
- Upon submission, you will receive a confirmation with an application number. For information on the status of your application, contact the Funding Application office in your region.
- If you’ve applied to a selective program, once the review process for your application has been completed, you will receive a letter informing you of the decision. If your project was not approved, the reasons for its rejection will be explained.
- Complete the Dialogue enrolment process for your company before proceeding to contract. This involves designating an Administrator for your company, validating your company name, and submitting corporate documentation.
- If your project is approved, you will receive a contract to sign as soon as all conditions stipulated in the letter of acceptance (where applicable) have been fulfilled.
- Once your contract has been signed, complete and submit the applicable Final Cost Documents found on the Program page.
